The U.S. Constitution isn't perfect. The Framers knew it, too. It was built on compromise after many heated debates over numerous issues. The Articles of Confederation were not working anymore, and the Framers met to change them. However, they decided to form a completely new type of government. Federal judge Douglas H. Gingsburg meets George Washington at Independence Hall to discuss the Constitutional Convention.
