In diplomacy, listening is critical. George Shultz had a knack for it. At Ronald Reagan’s side, Shultz helped broker the end of the Cold War between the United States and the Soviet Union. He also helped build a foundation of mutual respect and understanding that ultimately led to the signing of the INF Treaty, a historic agreement that eliminated an entire class of nuclear weapons.
