U.S. Department of Education Funding for Accessible Media

The ED funds a Media Center grant to provide accessible, educational media to children with disabilities, as well as three Television Access grants. Grants are managed by the Office of Special Education Programs (OSEP).

Educational Media Center

DCMP creates and streams accessible educational media to serve 7.5 million students, develops new technologies, and more through this ED grant. This includes the creation of high-quality captioning, audio description, and American Sign Language interpretation.

Television Access Grants

These grants support projects that add audio description and sign language interpretation to broadcast content. Bridge Multimedia, Dicapta, and DCMP operate OSEP-funded projects that develop high-quality audio description and ASL which align with educational standards to aid learning.

"Monstrum: The Hammersmith Ghost" examines the 1803 Hammersmith ghost panic in London, tracing how reports of a white-clad apparition led to fear, mistaken identity, and the fatal shooting of Thomas Millwood. The video explores folklore, eyewitness testimony, rumor, and historical investigation while connecting the case to major legal concepts such as murder, manslaughter, criminal liability, self-defense, and mistake of fact. It also considers whether the “ghost” was a prankster, a disguise used to commit assaults, or a product of social panic. Relevant to history, civics, and law curricula, this documentary highlights how superstition, evidence, and court decisions shaped a legal precedent that influenced British law for nearly two centuries.
